If you wish to immigrate to Quebec, you must follow the requirements that have been set by the province of Quebec. The system that is in place in Quebec is known as the certificate system. If an applicant has successfully met the requirements of the Quebec, they are issued a Certificate of Selection called the CSQ (Certificat de Selection du Quebec). Once the CSQ has been obtained, all applicants must also meet the requirements of the Federal government as is the case in the rest of Canada.
